Perhaps the only dev packages to be included on the first CD would be a patched kernel source & header.

IMO, dev tools should be standard on any distro... but I don't know how the CD space situation looks

true enough - but when you say you're leaving them out, do you mean things like make and gcc as well?
cause virtually anyone will sooner or later want to download something and build it
I'm not part of your typical target audience, but I'd trade all of KDE/Gnome for a compiler in a second
include the GCC toolchain, and some of the dev libs will have to be included.
as it stands, I cannot use emc1 on my machine without compiling it
it is broken for any machine without home switches
EMC2 will be even more so - cause it's under continuous development - the version on the CD will become out of date almost immediately
without tools, you can't build a newer version
who is gonna keep that package up to date with CVS?
The farm could generate a new deb as part of it's build :0

right now each branch has a custom build script, but the same script is used by all slots
