This, I assume, was added to cater to random changers and since no one else really uses pockets, the change was applied without discrimination (which is fine because it doesn't really break anything, yet).

Removing that requirement would be trivial but would not be useful unless all of linuxcnc worked right with more than one tool per pocket in nonrandom mode. I don't think this is currently possible. It may or may not become possible after seb's fixes are done.
