do you have any modified or conflicted files in docs? (they show up as "M" or "C" when you "cvs up")
do you use the "-d" flag when you "cvs up", so that you get newly created directories?
I made a fresh cvs

diff -u and cvs -z5 -q
nop same error after a fresh cvs :(
